It’s hard to tell without context, but based on the huge protest that had been happening in China for months until the virus appeared, one can suspect that the government had something to do with it. The might have wanted the virus to spread so protesters stop their activities on the streets of Hong Kong and other Chinese cities.
If I were in Dr. Li’s position and I knew the government was after me to assassinate me, then I would either hide in a good place, or just leave the country using the least risky way.
